add options for xerces-c (#4702)

* use `on_check` to limit the API requirements on `android|armeabi-v7a`

* add `transcoder` option for `xerces-c`

* add `xmlch_type` option for `xerces-c`

* add `mutex_manager` option for `xerces-c`

* add `message_loader` option for `xerces-c`

* add `network_accessor` option for `xerces-c`
