Reflect the change that protobuf should now only be supporting 2.6+ (I'd guess note python 3.x+ when its supported in implementation)

- Fixed incorrect definition of kint32min.
- Fixed absolute output paths on Windows.
- Added info to Java POM that will be required when we upload the
package to a Maven repo.
