This is needed to make protobuf/bazel package minimal for other proto rules.
Keep 4 public bzl files in upb/bazel. They end up under protobuf/bazel, and they are legitimately used by other repositories.
Move upb_proto_library_internal/* under bazel/private. Those are utilities used in the rules. Moving them one level deeper makes protobuf/bazel package clean for other rules.
Move build_defs.bzl and amalgamation under /upb/bazel. Those are utilities used in the build.
Move lua.BUILD and python* uner /python/dist. Those are used in the WORKSPACE dependency setup.

To satisfy the layering check, we need to depend on :gtest for the headers, in
addition to :gtest_main which provides the main() function.
There are a bunch of formatting changes as a side effect of this, but they
should be harmless.

This makes third_party/utf8_range no longer a Git subtree, but instead the
permanent location and source of truth for utf8_range. It is also now
incorporated into the @com_google_protobuf Bazel repo. Utf8_range still has its
own separate CMake build for now, though.

This change moves almost everything in the `upb/` directory up one level, so
that for example `upb/upb/generated_code_support.h` becomes just
`upb/generated_code_support.h`. The only exceptions I made to this were that I
left `upb/cmake` and `upb/BUILD` where they are, mostly because that avoids
conflict with other files and the current locations seem reasonable for now.
The `python/` directory is a little bit of a challenge because we had to merge
the existing directory there with `upb/python/`. I made `upb/python/BUILD` into
the BUILD file for the merged directory, and it effectively loads the contents
of the other BUILD file via `python/build_targets.bzl`, but I plan to clean
this up soon.

A couple weeks ago we moved upb into the protobuf Git repo, and this change
continues the merger of the two repos by making them into a single Bazel repo.
This was mostly a matter of deleting upb's WORKSPACE file and fixing up a bunch
of references to reflect the new structure.
Most of the changes are pretty mechanical, but one thing that needed more
invasive changes was the Python script for generating CMakeLists.txt,
make_cmakelists.py. The WORKSPACE file it relied on no longer exists with this
change, so I updated it to hardcode the information it needed from that file.

This is the second attempt to fix our Git history. This should allow
"git blame" to work correctly in the upb/ directory even though our
automation unexpectedly blew away that directory.
Remove message/message.h as a hdr from :message_internal
Lock down the visibility of :message_types to upb-only
message/types.h is not an internal header because the definitions there are part of the public surface. But the fact that it needs to exist is an implementation detail that should remain opaque, so make it a private dep.

After this change, `mini_table` only has MiniTable definitions themselves. Everything having to do with the MiniDescriptor wire format is in `mini_descriptor`.
Also rearranged some of the files in mini_table to have better structure for `internal/`.
This CL contains no functional change.
