This should substantially reduce network flakes, since most builds will no longer need to download external dependencies. Because these caches actually get pretty expensive (~300 MB just from 1 openjdk dependency), we've taken some precautions:
1) The caches only get updated on push events (i.e. post-submit jobs)
2) Only a single job will push a new cache for any os/branch/commit combination. This will be whichever job finishes its bazel run first, and *also* has updates for the cache. Over time, the cache should expand to the full set of transitive dependencies as the quicker jobs stop pushing updates.
3) A clear_caches workflow has been introduced to reset the caches in case they grow too large. This will run monthly for now, but can also be run manually.

This no longer served its original purpose and was actually testing an *older* version of MacOS than the rest of our test suite. This did lock down CMake builds on Mac though, so we'll keep that coverage.

This migrates from reusable workflows to composite GHA actions. This has the following advantages:
1) We can split them into smaller, easier to reason about chunks
2) We can reuse them more freely between each other and workflows
3) They don't complicate the job names
4) In theory they'll be easier to test in isolation. While composite actions can't be unit-tested, we can easily break them up into nodejs or docker actions that can be.
As a proof of concept, some of our non-Bazel tests are migrated to GHA as well (CMake + Composer)

This is a proof of concept that we can experiment with before migrating all of our Kokoro tests to GHA. In addition to the migration, this builds out infrastructure for safe handling of both external and internal contributions. Two of the existing GHA workflows have also been migrated to this system to unify how we handle testing.
To test the new workflow introduced here, you can open PRs to the `gha` branch. This feature branch acts as a staging area for GHA. PRs opened up from this repo will automatically have all tests run on each commit. We will also run them all as post-submits, and continuously on a daily schedule. PRs opened from forked repos will need per-commit approval for each test run, which can be given by adding the `safe for tests` label.

This deletes our old branches of internal Abseil code in favor of their newly open-sourced library. Notably, this removes the ability to turn CHECK crashes into exceptions.

I went ahead and deleted the update_file_list.sh script, because (a)
there was no good reason for it to be in a separate script and (b) we
now need to handle the well-known types in addition to file_lists.cmake.
With this change, we just invoke the staleness tests from the main
script to update everything.
While I was at it I made a couple small fixes:
- Don't skip the update step just because the previous commit was by
"Protobuf Team Bot". Copybara commits use this name and we still want
to do the auto-update step after them.
- Include the CL number in the description if the previous commit came
from a CL.
