Adds test coverage for invalid empty strings (e.g. ""), non-numeric strings (e.g. "abc"), and partially-numeric strings (e.g. "12abc"), as well as valid exponential numeric strings ("1e5)
We will target enforcing non-conformant cases that should have failed to parse but didn't in upb in v30.x (our ~annual breaking release in some languages). Conformance failures to accept input we previously failed on can be landed at any time.

cmake: make DEPENDENCIES in protobuf_generate() a multi-value keyword (#19175)
It was previously a one-value keyword, so given
```cmake
protobuf_generate(
...
DEPENDENCIES
a
b
)
```
`a` would be a dependency, and `b` would be discarded (or, more precisely, added to `protobuf_generate_UNPARSED_ARGUMENTS`).
This can be confirmed with the following changes:

AFAIK, making `DEPENDENCIES` a multi-value keyword is mostly backwards-compatible; however, users who specified dependencies that were being ignored may be surprised to see that they are no longer ignored (which could cause build errors).
To prevent this kind of problem in the future, validating that `protobuf_generate_UNPARSED_ARGUMENTS` is empty could be useful, but to avoid potentially breaking more builds I did not do this in this PR.

The proto
message A {
SomeMessage text_field = 1;
SomeMessage text = 2;
}
will fail java compilation with a name clash: `method getTextFieldBuilder() is already defined in class...` This is because the `text` field creates a private method (`get{Text}{FieldBuilder}`) which conflicts with the public getter (`get{TextField}{Builder}`) for field 1.
Unlike some name clashes, this one is with a private method and we can just rename the method in this file. Other name clash issues:
- https://github.com/protocolbuffers/protobuf/issues/15411
- https://github.com/protocolbuffers/protobuf/issues/17367
There's some precedent for the `internal` prefix with the protected `internalGetFieldAccessorTable` method on GeneratedMessage.

Considering that protobuf depends on absl already, we don't need protobuf's
version of PREDICT_TRUE|FALSE. This CL shrinks port_def.inc.
