Both versions are again compatible with WORKSPACE mode on Bazel 8. The version also extends the compatibility down to Bazel 6.
Add repo_name = "com_google_protobuf" to examples/MODULE.bazel. Bazel 6,7,and 8 (in WORKSPACE mode) still expect this is the name of the repo. (Default value of --proto_compiler flag). There's no way to change this without breaking compatibility with WORKSPACE mode.
Remove local_repository(name = protobuf) from WORKSPACE. The repository is now consistently called com_google_protobuf in both WORKSPACE and Bzlmod mode.
Rename uses of @protobuf to @com_google_protobuf.

Our bootstrapping setup compiles multiple versions of the generated code for `descriptor.proto` and `plugin.proto`, one for each stage of the bootstrap. For source files (`.c`), we can always select the correct version of the file in the BUILD rules, but for header files we need to make sure the correct stage's file is always selected via `#include`.
Previously we used `cc_library(includes=[])` to make it appear as though our bootstrapped headers had the same names as the "real" headers. This allowed a lot of the code to be agnostic to whether a bootstrap header was being used, which simplified things because we did not have to change the code performing the `#include`.
Unfortunately, due to build system limitations, this sometimes led to the incorrect header getting included. This should not have been possible, because we had a clean BUILD graph that should have removed all ambiguity about which header should be available. But in non-sandboxed builds, the compiler was able to find headers that were not actually in `deps=[]`, and worse it preferred those headers over the headers that actually were in `deps=[]`. This led to unintended results and errors about layering check violations.
This CL fixes the problem by removing all use of `includes=[]`. We now spell a full pathname to all bootstrap headers, so this class of errors is no longer possible. Unfortunately this adds some complexity, as we have to hard-code these full paths in several places.
A nice improvement in this CL is that `bootstrap_upb_proto_library()` can now only be used for bootstrapping; it only exposes the `descriptor_bootstrap.h` / `plugin_bootstrap.h` files. Anyone wanting to use the normal `net/proto2/proto/descriptor.upb.h` file should depend on `//net/proto2/proto:descriptor_upb_c_proto` target instead.

To satisfy the layering check, we need to depend on :gtest for the headers, in
addition to :gtest_main which provides the main() function.
There are a bunch of formatting changes as a side effect of this, but they
should be harmless.

This change moves almost everything in the `upb/` directory up one level, so
that for example `upb/upb/generated_code_support.h` becomes just
`upb/generated_code_support.h`. The only exceptions I made to this were that I
left `upb/cmake` and `upb/BUILD` where they are, mostly because that avoids
conflict with other files and the current locations seem reasonable for now.
The `python/` directory is a little bit of a challenge because we had to merge
the existing directory there with `upb/python/`. I made `upb/python/BUILD` into
the BUILD file for the merged directory, and it effectively loads the contents
of the other BUILD file via `python/build_targets.bzl`, but I plan to clean
this up soon.

I added two variants, one which is unbalanced (always fusing a single arena into the group) while the other is balanced (always fusing two groups of equal size).
Unfortunately it is difficult to benchmark `upb_Arena_Free()` separately from fuse, since the only way to get a non-zero refcount is to fuse.

We had _upb_Message_New(), which created a message from a mini table and was
being used outside of upb even though it is an internal-only function.
We also had upb_Message_New(), which created a message from a message def.
Now there is a single public function, upb_Message_New(), which creates a
message from a mini table and covers all use cases. (The internal version has the same definition and is used for inlining.)

After this, most builds can use //..., with one exception: non-Mac environments must also exclude objectivec:
`bazel build -- //... -//objectivec/...`
This avoids conflicting names in a couple of cases.
1. Within google, we want to sync files but not name them BUILD (since the structure doesn't match).
2. On case-insensitive filesystems, `build` may be used for a build directory. Naming `BUILD.bazel` avoids potentioal conflicts.
This change adds `rules_pkg`-based targets that will produce source distribution archives, similar to `make dist`.
These rules produce nearly the same outputs as `make dist`. However, there are some differences and caveats:
1. The outputs do not contain vendored googletest sources.
2. You have to run `autogen.sh` before `blaze build pkg:all`. This produces several autotools-related files directly into the source tree.
3. The output .zip files do not have a directory prefix like `protobuf-3.20.1-rc-1` (this will be addressed after [Substitute package variables in `pkg_zip#package_dir`. bazelbuild/rules_pkg#577](https://github.com/bazelbuild/rules_pkg/pull/577); the tar files do have this prefix, though.)
4. One file is missing from the archives, which is produced during the `make` build: benchmarks/gogo/cpp_no_group/cpp_benchmark.cc
5. In several places, I have explicitly excluded some files that are not in the autotools distribution outputs. I think most of those files should probably be included, but for now, I'm aiming for parity with `make dist`. These are marked with comments, so it should be easy to clean them up later.
