cmake: Set correct sonames for libprotobuf-lite.so and libprotoc.so (#9529)

Soname was set for libprotobuf.so in commit a9cf69a0ed,
but similar changes for libprotobuf-lite.so and libprotoc.so were missed.

Fixes: #8635
