protobuf.pc.in does not reflect CXXFLAGS

Currently, downstream libraries such as RProtoBuf fail because `-std=c++11` is required via `configure.ac`, but RProtobuf has no way of knowing this by consulting `pkg-config --cflags protobuf`.
