Hello everyone,
I created this new version of the imread function and I think it can be very useful in several cases.
It is actually passed to it object on which you want to upload the image.
The advantages can be different like in case one needs to open several large images all the same in sequence.
one can use the same pointer and the system would not allocate memory each time.
Normaly, we sets IMWRITE_* flags for imwrite() params.
But imgcodecs expects to use some TIFFTAG_* directory.
This patch introduce IMWRITE_TIFF_ROWSPERSTRIP and
IMWRITE_TIFF_PREDICTOR instead of TIFFTAG_*.

Extend the signature of imdecodemulti() #24405

Add an argument to `imdecodemulti()` to enable optional selection of pages of multi-page images.
Be default, all pages are decoded. If used, the additional argument may specify a continuous selection of pages to decode.

OpenEXR compression options

CV_32F -> FLOAT
Signed integer can't be presented well with UINT. Even adjust bias, CV16S and CV32S will be confused when load from exr file.
Also fix CV_8S negative value incorrect bug

imread() from EXR returns CV_32F only
imwrite() accepts CV_32 cv::Mat only and stores FLOAT images by default. Add imwrite() flag to store in HALF format.

This patch implements the PAM image format as defined at:
http://netpbm.sourceforge.net/doc/pam.html
The PAM format provides a generic means for storing 2 dimensional information.
This is useful for opencv since there are cases where data gets translated into
non standardized formats, which makes it difficult to store and load this information.
