This extends the 109 generatecode test case to also define a test, so
coverage can really detect something.
D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

Can only test this by checking the compiler id, but that's good enough.
Disabling so we can get #995 in which will help keep the VS backend in
a better state w.r.t. other PRs.
I've opened #1004 to track this in the meantime.
