The last instances of
try:
...
except:
...
were removed in bf98ffca. The sideci.yml file was updated, but the
flake8 config still allows this. Ensure that flake8 tests fail if this
questionable construct appears again.
D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

It has too many false positives. It was complaining about things like
if this:
fn = some_func
else:
fn = lambda x: ...
Where obviously, "fn" can't be a def, and it would be silly to introduce
some other name to use as the def, just to assign it to fn.
