Split out tests (and parts of tests) which require a native compiler
from the 'common' suite to a new suite called 'native', so we can
selectively avoid running those tests when only a cross-compiler is
available.
Also move test '211 cmake module' to 'cmake' suite, since it appears
that the way we use cmake requires a native compiler.
D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

This further simplifies behavior to match the "build vs host" decision
we did with `c_args` vs `build_c_args`. The rules are now simply:
- `native: true` affects `native: true` targets
- `native: false` affects `native: false` targets
- No native flag is the same as `native: false`
I like this because you don't even have to know what "build" and "host"
mean to understand how it works, and it doesn't depend on whether the
overall build is cross or not.
