We need to pass any generated sources down the CustomTarget
inititalizers so that they will generate a dependency correctly,
otherwise we get race conditions.
D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

This revert a part of #7020 because it was using gir_inc_dirs
before it is set. Properly fix typelib_includes instead that was working
only when g-i is a pkgconfig dependency.
We were doing this on the basis of an old comment, but there was no
test for it and I couldn't reproduce the issue with clang on Linux
at all.
Let's add a (somewhat comprehensive) test and see if it breaks
anywhere if we stop doing this.

Ignore warning 2282 about GCC pragmas since they are emitted in system
headers and are extremely spammy. They are emitted because ICC pretends
to be GCC via C macros but doesn't implement some pragmas.

Also, append to LD_LIBRARY_PATH because ICC uses that for some internal
libraries such as libintlc.so.
MesonDep1 doesn't use symbols from MesonDep2, but uses the MesonDep2
structure definition (so it only needs the header). This means only
generate_gir needs a dependency on MesonDep2 and shared_library doesn't.
This was broken earlier.
MesonSample uses symbols from MesonDep1 and MesonDep2, so both the
library and the gir get a dependency on MesonDep1, and on MesonDep2
(transitively). The transitive dependency was broken earlier.
Instead of using a whitelist, use a blacklist. Also print a more useful
error if the regex fails to match.
Use an underscore in the gir test to trigger this.

print->print_message is caused because GI does print->print_
in python bindings which is not good.
