We need to escape space in variables that gets into cflags or libs
because otherwise we cannot split compiler args when paths contains
spaces. But custom variables are unlikely to be path that gets used in
cflags/libs, and escaping them cause regression in GStreamer that use
space as separator in a list variable.
Some variables are reserved because meson set them automatically. But we
are not setting them for dataonly pc files, so there is no reason to
reserve them.

D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

This allows users to disable writing out the inbuilt variables to
the pkg-config file as they might actualy not be required.
One reason to have this is for architecture-independent pkg-config
files in projects which also have architecture-dependent outputs.

Currently only not found deps implicitly pulled from a Library object
are ignored. We should also ignore not found deps passed directly to
generate() method.
This makes the unit testing more complicated because libfoo pkgconfig
dependency cannot be found when generated from the within the same
meson.build.
Special case ThreadDependency by taking compiler's flags and
PkgConfigDependency by adding them in requires(.private) instead. For
other Dependency objects just take their link_args and compile_args.

Usage:
pkgconfig.generate(

variables : ['foo=bar', 'datadir=${prefix}/data']
)
The variables 'prefix', 'libdir' and 'includedir' are reserved, meson will
fail with an error message.
Variables can reference each other with the pkgconfig notation, e.g.
variables : ['datadir=${prefix}/data',
'otherdatadir=${datadir}/other']
meson does not check this for correctness or that the referenced variable
exists, we merely keep the same order as specified.
We originally skipped on Windows for the same reason, and now we need to
do that for EPEL 7 and F23 which ship pkg-config 0.28 which doesn't have
--validate.

The pkg-config version shipped with MinGW is too old, and the test is
sufficiently covered on Linux, so just skip it on Windows. We anyway do
not run the other pkg-config tests on Windows.
Also add new tests for the platform-specific and compiler-specific
versioning scheme.
A rough summary is:
1. A bug in how run_tests.py:validate_install checked for files has been
fixed. Earlier it wasn't checking the install directory properly.
2. Shared libraries are no longer installed in common tests, and the
library name/path testing is now done in platform-specific tests.
3. Executables are now always called something?exe in the
installed_files.txt file, and the suffix automatically corrected
depending on the platform.
4. If a test installs a file called 'no-installed-files', the installed
files for that test are not validated. This is required to implement
compiler-specific tests for library names/paths such as MSVC vs MinGW
5. The platform-specific file renaming in run_tests.py has been mostly
removed since it is broken for shared libraries and isn't needed for
static libraries.
6. run_tests.py now reports all missing and extra files. The logic for
finding these has been reworked.
