This replaces all of the Apache blurbs at the start of each file with an
`# SPDX-License-Identifier: Apache-2.0` string. It also fixes existing
uses to be consistent in capitalization, and to be placed above any
copyright notices.
This removes nearly 3000 lines of boilerplate from the project (only
python files), which no developer cares to look at.
SPDX is in common use, particularly in the Linux kernel, and is the
recommended format for Meson's own `project(license: )` field
When a user invokes the scan-build target that Meson generates
all subprojects are included in the resulting report. This commit
modifies the invocation of scan-build to exclude all bugs that
scan-build finds in the subprojects from the final report.
A release note has also been added describing the changed behaviour.
This allows the NINJA environment variable to support all the Windows special
cases, especially allowing an absolute path without extension.

D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

Detect scan-build the same way when trying to launch it and when
generating the target.
The detection method is:
1. look within SCANBUILD env variable
2. shutil.which('scan-build')
3. *on non-linux platforms only*: go through all the possible
name candidates and test them individually.

However, going through a list of all the possible candidates is neither
easily maintainable nor performant, and is therefore skipped on
platforms that should not require such a step (currently, only Linux
platforms).
