D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

A custom_target, if install is set to true, will always be built by
default even if build_by_default is explicitly set to false.
Ensure that this does not happen if it's set explicitly. To keep
backward compatibility, if build_by_default is not set explicitly and
install is true, set build_by_default to true.

We automatically convert that to use sys.executable now which is
always available on all platforms (because we're running with it).
On some platforms like NetBSD, `python` doesn't exist, and you must
use a specific python version. On most other distros, `python` is
Python 2, and we don't want to depend on that.

All these scripts were being used as `find_program()`, so we do not
lose any test coverage by doing this.
This is useful in many cases where the list of files cannot be known in
advance and is just dumped inside a directory. For example when
generating documentation with doxygen and other tools that we don't have
built-in support for.
Includes a test for the same.
