There are somewhat common, reasonable and legitimate use cases for a
dependency to provide data files installed to /usr which are used as
command inputs. When getting a dependency from a subproject, however,
the attempt to directly construct an input file from a subproject
results in a sandbox violation. This means not all dependencies can be
wrapped as a subproject.
One example is wayland-protocols XML files which get scanned and used to
produce C source files.
Teach Meson to recognize when a string path is the result of fetching a
dep.get_variable(), and special case this to be exempt from subproject
violations.
A requirement of this is that the file must be installed by
install_data() or install_subdir() because otherwise it is not actually
representative of what a pkg-config dependency would provide.
Split out tests (and parts of tests) which require a native compiler
from the 'common' suite to a new suite called 'native', so we can
selectively avoid running those tests when only a cross-compiler is
available.
Also move test '211 cmake module' to 'cmake' suite, since it appears
that the way we use cmake requires a native compiler.
D lang compilers have an option -release (or similar) which turns off
asserts, contracts, and other runtime type checking. This patch wires
that up to the b_ndebug flag.

With this it is now possible to do
foobar = executable('foobar', ...)
meson.override_find_program('foobar', foobar)
Which is convenient for a project like protobuf which produces both a
dependency and a tool. If protobuf is updated to use
override_find_program, it can be used as
protobuf_dep = dependency('protobuf', version : '>=3.3.1',
fallback : ['protobuf', 'protobuf_dep'])
protoc_prog = find_program('protoc')
