compilers/d: Add b_ndebug support D lang compilers have an option -release (or similar) which turns off asserts, contracts, and other runtime type checking. This patch wires that up to the b_ndebug flag. Fixes #7082

setup.cfg: Add pytest discovery args We have a single giant file for our tests, but a number of files that match pytest's default discovery globs. To fix that, let's tell pytest what to do. This means you can just `pytest` and get the right results. It also helps IDE's like vscode correctly identify tests.
