        Bug 302952 – The placement of a diacritic marks for an arabic ligature
        is not correct

        * pango/opentype/harfbuzz-buffer.c (hb_buffer_allocate_ligid): Don't
        use zero as allocated ligature id.  Zero means no ligature id.
