Earlier, the grpc message-length prefix for outgoing data messages was
incorrectly being counted towards `data_bytes` instead of
`framing_bytes`. This PR fixes it.
Note that the incoming stats collection properly attributes the grpc
message-length prefix to `framing_bytes`.
This change will affect all stats plugins (OpenCensus and OpenTelemetry)
that make use of this information for metrics.

The basic APIs for the CRL Reloading features.
This adds external types to represent CRL Providers, CRLs, and
CertificateInfo.
Internally we will use `CrlImpl` - this layer is needed to hide OpenSSL
details from the user.

Things Done
* Add external API for `CrlProvider`, `Crl`, `CertInfo` (`CertInfo` is
used during CRL lookup rather than passing the entire certificate).
* Add code paths in `ssl_transport_security` to utilize CRL providers
* Add `StaticCrlProvider`
* Refactor `crl_ssl_transport_security_test.cc` so it is more extensible
and can be used with providers
Instead of fixing a target size for writes, try to adapt it a little to
observed bandwidth.
The initial algorithm tries to get large writes within 100-1000ms
maximum delay - this range probably wants to be tuned, but let's see.
The hope here is that on slow connections we can not back buffer so much
and so when we need to send a ping-ack it's possible without great
delay.
The `TickForDuration()` method was using `grpc_core::Timestamp::Now()`
to get the current time, but that was not in sync with the `now_` value
inside the Fuzzing EE itself, with the result that after two subsequent
250ms increments, timers were not being properly fired. I've added a
test that demonstrates this failure without the fix.
Experiment 1: On RST_STREAM: reduce MAX_CONCURRENT_STREAMS for one round
trip.
Experiment 2: If a settings frame is outstanding with a lower
MAX_CONCURRENT_STREAMS than is configured, and we receive a new incoming
stream that would exceed the new cap, randomly reject it.

This is the initial change of chaotic-good client transport read path,
which is a following PR of the client transport write path at #33876.
There's a pending work of handling endpoint failures in the transport.
It will be added after we have the inter-activity pipe with close
function.

- Fixes support for the same address being present more than once in the
address list, which was accidentally broken in #34244.
- Change the call attribute to encode the hash as an integer instead of
a string.
Isolate ping callback tracking to its own file.
Also takes the opportunity to simplify keepalive code by applying the
ping timeout to all pings.
Adds an experiment to allow multiple pings outstanding too (this was
originally an accidental behavior change of the work, but one that I
think may be useful going forward).

Building out a new framing layer for chttp2.
The central idea here is to have the framing layer be solely responsible
for serialization of frames, and their deserialization - the framing
layer can reject frames that have invalid syntax - but the enacting of
what that frame means is left to a higher layer.
This class will become foundational for the promise conversion of chttp2
- by eliminating action from the parsing of frames we can reuse this
sensitive code.
Right now the new layer is inactive - there's a test that exercises it
relatively well, and not much more. In the next PRs I'll add an
experiments to enable using this layer or the existing code in the
writing and reading paths.

This PR adds in delegating call tracers that work like so -
If this is the first call tracer that is being added onto the call
context, just add it as earlier.
If this is the second call tracer that is being added onto the call
context, create a delegating call tracer that contains a list of call
tracers (including the first call tracer).
Any more call tracers added, just get added to the list of tracers in
the delegating call tracer.

Why: Cleanup for chttp2_transport ahead of promise conversion - lots of
logic has become interleaved throughout chttp2, so some effort to
isolate logic out is warranted ahead of that conversion.
What: Split configuration and policy tracking for each of ping rate
throttling and abuse detection into their own modules. Add tests for
them.
Incidentally: Split channel args into their own header so that we can
split the policy stuff into separate build targets.

tcp_posix_test is incorrectly assuming that all endpoint_writes with
timestamps enabled will be successfully traced. Remove the timestamps
checking related tests to prevent flakes when the test is enabled
internally.

Adds a test for the experiments codegen. It updates the codegen to parse
test_experiments.yaml and test_experiments_rollouts.yaml files and
generate test_experiments.h and test_experiments.cc files along with an
experiments_test.cc file. The experiments test verifies the returned
value of IsExperimentEnabled with the expected value.

Noticed some inconsistencies in our keepalive configuration -
* Earlier, even if keepalive pings were disabled, we would be scheduling
keepalive pings at an interval of INT_MAX ms.
* We were not using `g_default_client_keepalive_permit_without_calls` /
`g_default_server_keepalive_permit_without_calls`. They are both false
by default but they can be overridden in
`grpc_chttp2_config_default_keepalive_args`.

I've got a hypothesis that we're losing isolation between test shards
right now for "some reason".
This is a change to reflect test sharding in the port distribution that
we use, in an attempt to alleviate that.
