This PR: * Changed supported Python version from 3.7 to 3.8 in README. * Replaced distribution test image from `debian:buster` to `debian:bullseye` since the default Python version in buster is 3.7. <!-- If you know who should review your pull request, please assign it to that person, otherwise the pull request would get assigned randomly.
