Allows us to separate a small build target with just some slice basics
from the rest, which will help simplify the build system longer term.
Additionally exposed an opportunity to eliminate an init function.
Should also help in a month or so when it's time to jettison interned
metadata and slices entirely.

* Set the prefix to a constant value for test runs initiated by users with names that start with `kokoro`. Prefixes for master and experimental jobs are `kokoro` and `kokoro-test` respectively. This compensates for the fact that scheduled runs are initiated by `kokoro`, but CI runs are initated by `kokoro-github-subscriber`.
* Update the go version to be used for each run from go1.17 to go1.17.1.

Teach our check-DNS script to ignore temporary files ( #27285 )

A plain `grep` was occasionally attempting to grep temporaary files that
were being created and deleted concurrently by other sanity check
scripts, leading to TOCTOU problems. This now only searches indexed
files (thanks for the suggestion, @ctiller!).
We still need to exclude `third_party` since upb is not a submodule.
`git grep` will ignore all submodules by default, so the other
third_party subfolders were already excluded.
