Will not be replacing all instances of CHECK with CHECK_EQ , CHECK_NE etc because there are too many callsites. Only ones which are doable using very simple regex with least chance of failure will be replaced. Yijie Ma	28291781ba	[Windows] Make resolver_component_tests_runner_invoker run with Bazel on RBE (#34122 ) This makes the resolver component tests suite run on Window RBE by adding a flag in the test driver to further differentiate between Bazel local run and Bazel RBE run on Windows since they have different RUNFILES behavior.
