[grpc][Gpr_To_Absl_Logging] Migrating from gpr to absl logging GPR_ASSERT
Replacing GPR_ASSERT with absl CHECK
These changes have been made using string replacement and regex.
Will not be replacing all instances of CHECK with CHECK_EQ , CHECK_NE etc because there are too many callsites. Only ones which are doable using very simple regex with least chance of failure will be replaced.
Given that we have 5000+ instances of GPR_ASSERT to edit, Doing it manually is too much work for both the author and reviewer.

This is another attempt to add support for vsock in grpc since previous
PRs(#24551, #21745) all closed without merging.
The VSOCK address family facilitates communication between
virtual machines and the host they are running on.
This patch will introduce new scheme: [vsock:cid:port] to
support VSOCK address family.
Fixes#32738.

grpc_sockaddr_to_uri was changed recently to use the URI library directly. grpc_sockaddr_to_uri uses grpc_sockaddr_to_string internally and it has explicit logic for URI encoding of %. This causes % to be encoded as %2525 instead of %25 causing issues with decoding later on.
This is especially problematic for IPV6 addresses with zone identifiers where the interface is delimited by %.

Currently when an embedded null is present, it is left as is. This causes an issue when grpc_sockaddr_to_uri is followed by any c style operations like copy, as the string is truncated at the non-encoded null character. For example this is triggered when channel args containing a string channel arg is copied.
To prevent this properly encode the URI with %00.
