Make `Arena` be a refcounted object.
Solves a bunch of issues: our stack right now needs a very complicated dance between transport and surface to destroy a call, but with this scheme we can just hold a ref to what we need in each place and everything works out.
Removes some `ifdef`'d out code that had been sitting dormant for a year or two also -- I'd left it in as a hedge against it being maybe a bad idea, but it looks like it's not needed.

[grpc][Gpr_To_Absl_Logging] Migrating from gpr to absl logging - BUILD
In this CL we are just editing the build and bzl files to add dependencies.
This is done to prevent merge conflict and constantly having to re-make the make files using generate_projects.sh for each set of changes.

[grpc][Gpr_To_Absl_Logging] Migrating from gpr to absl logging - gpr_log
In this CL we are migrating from gRPCs own gpr logging mechanism to absl logging mechanism. The intention is to deprecate gpr_log in the future.
We have the following mapping
1. gpr_log(GPR_INFO,...) -> LOG(INFO)
2. gpr_log(GPR_ERROR,...) -> LOG(ERROR)
3. gpr_log(GPR_DEBUG,...) -> VLOG(2)
Reviewers need to check :
1. If the above mapping is correct.
2. The content of the log is as before.
gpr_log format strings did not use string_view or std::string . absl LOG accepts these. So there will be some elimination of string_view and std::string related conversions. This is expected.

[grpc][Gpr_To_Absl_Logging] Migrating from gpr to absl logging GPR_ASSERT
Replacing GPR_ASSERT with absl CHECK
These changes have been made using string replacement and regex.
Will not be replacing all instances of CHECK with CHECK_EQ , CHECK_NE etc because there are too many callsites. Only ones which are doable using very simple regex with least chance of failure will be replaced.
Given that we have 5000+ instances of GPR_ASSERT to edit, Doing it manually is too much work for both the author and reviewer.

This PR refactors the credentials types to remove Secure and Insecure Channel and Call credentials types. We standardize on a `c_creds()` accessor method for all credentials types, which can now be treated uniformly. This notably removes special-case handling of insecure credentials.
The special code-paths for insecure creds are no longer necessary in the wake of #25586.

Internally, use `std::vector` instead of `ChunkedVector` to hold extra metadatum.
I'm not totally convinced this is the right move, so it's going to be a try it and monitor for a month or so thing... I might roll back if performance is actually affected (but I think we'll see some wins and losses and overall about a wash).

This adds the following new targets:
- `channel`: A virtual interface for a channel.
- `legacy_channel`: A channel implementation that supports the filter stack and call v2.
- `channel_create`: A standalone function to create a channel.
- `server_interface`: A base class with a few accessor methods used in surface/call.cc.
- `server`: The actual server implementation.
- `api_trace`, `call_tracer`, `server_call_tracer_filter`, `call_finalization`: These were split out of `grpc_base` to avoid various dependency problems.
- `compression`: This is a combination of the previously existing `compression_internal` target and the compression code that was part of `grpc_base`.

WireWriter implementation schedules actions to be run by `ExecCtx`. We
should flush pending actions before destructing
`end2end_testing::g_transaction_processor`, which need to be alive to
handle the scheduled actions. Otherwise,
we get heap-use-after-free error because the testing fixture
(`end2end_testing::g_transaction_processor`) is destructed before all
the scheduled actions are run.
This lowers end2end binder transport test failure rate from 0.23% to
0.15%, according to internal tool that runs the test for 15000 times
under various configuration.

Add `grpc_test_slowdown_factor()` for the deadline in `End2EndBinderTransportTest/UnaryCallServerTimeout` to reduce flakiness

We have many tests that create 100 threads or more, and mounting evidence that
this is harmful to our CI environment.
When the original code for many of these tests was written we ran our tests
under run_tests, which had explicit handling for tracking the number of threads
each test needed and making sure that we weren't over subscribing the test
runner. Bazel has no such facility (and the facility in run_tests has since
been removed) and so we need to adjust.
This PR adjusts down a single test and is part of a series so that we can
review and roll back easily if required.
* Disable end2end_binder_transport_test on some platforms
The following test case is flaky on windows
End2EndBinderTransportTestWithDifferentDelayTimes/End2EndBinderTransportTest.UnaryCallServerTimeout/1,
where GetParam() = 10ns
Binder transport won't be run on platform other than Android so it
should be OK to disable the test on some platform.

NDK sometimes call registered `AIBinder_Class_onTransact`
callback while we call its `AIBinder_transact`.
Sometimes this behavior happens consistently sometimes it
don't happen at all. Likely related to the short circuit
behavior happens when both gRPC server and gRPC client are in the same
process.
This commit also fixes some other existing issue in wire writer.
