Aligned with the minimum supported Python version. Changes:
- Removed python 3.7 installed from `python_debian11_default_x64` docker image.
- Deleted `python_36.include` and `python_37.include` template files as they're no longer needed.
- Upgraded Python from 3.7 to 3.11 in `sanity` docker image.
- Some Python modules were modified to accomodate this
- Updated `buildifier` to v8.0.0 to have the same version that the CI tests use.
- Python 3.11 is the system default, but Python 3.7 remains installed for `pytype` and `pylint` that cannot be upgraded yet.

Bazel 8 was released in Dec 2024 and gRPC picks this up as gRPC is expected to support the latest Bazel version. This upgrade needs many necessary changes to deal with its breaking changes. Those changes were made in separate PRs so that this very change stays small and simple. In addition to obvious mechanical changes, a noteworthy change is made; adding `common --enable_workspace=true` to the `bazel.rc` file. This re-enables workspace functionality, which was disabled by default in Bazel 8. This is a temporary measure and will be removed once gRPC completes its migration to bzlmod later this year.
All comments below are working logs that I've made and don't need to be read for the code review.

This change upgrades the sanity test to use Clang 19, including clang-format and clang-tidy. (It's a partial implementation of the changes proposed in #38038)

Answer to the quesiton above is yes; The -msse2 option remains necessary for gRPC on i686 due to BoringSSL's requirements. However, the existing CMake condition for this option was too broad, potentially including ARM architectures where SSE2 isn't supported, leading to compilation errors. I've refined the condition to specifically target 32-bit x86 architectures.
Furthermore, to ensure accurate architecture detection within our dockerized tests, I've configured x86 tests to utilize the linux32 command. This ensures that uname -a correctly reports i686, allowing gRPC's CMake to identify the architecture and apply the -msse2 option as needed.
It's important to note that RBE overrides the default entrypoint, so RBE-based tests must explicitly invoke linux32 even if the Docker image already has it set.

This aims to resolve segfaults encountered when rebuilding ARM64 PHP Docker images. This segfaults came from gcc during ARM64 builds using QEMU. To workaround this problem, the PHP Docker images have been restructured to use apt-get for installation, thereby avoiding the use of gcc. This also needed to upgrade Debian and PHP to their latest versions, aligning with our minimum supported PHP 8.

This PR adds templating for Python versions and updates the maximum supported Python version to 3.13. The following major changes related to templating are added:
- Minimum supported Python version and list of supported versions in `setup.py` are fetched using new template generated files called `python_version.py`
- Dockerfiles for the different Python Linux builds are now template generated.
- The "Supported Python Versions" section from READMEs of ancillary and main packages have been removed
Note: All the `python_version.py` files and Linux build `Dockerfiles` except `tools/dockerfile/grpc_artifact_python_linux_armv7/Dockerfile` in the PR are generated from the respective templates.
Further non-templated additions to add support for Python 3.13:
- install scripts and artifacts for windows, macos and linux are added manually. Later, these can be templated as well.
- updated cython bounds to 3.x
- updated twine version to solve [cgi module import error](https://github.com/pypa/twine/issues/1046)
- the twine update introduces a dependency on cryptography>=2.0. But the cryptography package doesn't support 32-bit Linux images and hence `twine check` has been disabled for x86 manylinux and x86 musllinux artifacts.

gcc 7 and 8 docker images are based on Debian 10 with older cmake than gRPC needs. Since it's not easy to change the base Debian image for these docker images, let's install a newer cmake instead. This is a left-over from https://github.com/grpc/grpc/pull/37547.

GCC 7 was disabled due to its gcc internal error while building protobuf C++. But we still need to support gcc7 and there appear to be issues causing gcc 7 to not build grpc so let's reintroduce gcc 7 test.

This commit does the following 3 things for Android bazel rules, which depends on each other
1. Update NDK to 26.2.11394342 (and a few other Android things)
2. Use rules_android_ndk instead of builtin `native.android_ndk_repository`
* `third_party/android/android_configure.bzl` was a workaround for users who don't set `$ANDROID_NDK_HOME` env var. Now with rules_android_ndk, we can declare repo without registering the toolchain. Instead users who need NDK toolchain should use `--extra_toolchains` to manually register the toolchain, as shown in README.md.
3. Migrate to platforms. See https://bazel.build/concepts/platforms
* Currently we declares android platforms that is needed for binder transport APK. Later gRPC repo can gradually migrate to platforms for other platforms.
* The value of `crosstool_top` will still be `//external:android/crosstool` (which is the default value), so existings android `config_settings` will still work. We should migrate them to match with `@platforms//os:android` constraint later.
The platforms migration needs Bazel 7.0 to work so we also override bazel version in testing scripts.

We're not running any test at all from `run_test.py` because of the way
we filter test cases:

* `testcase_filter` is read from a json file (like [this
one](https://github.com/grpc/grpc/blob/master/src/python/grpcio_tests/tests/tests.json))
and test name is similar to `unit._metadata_test.MetadataTest`.
* `case.id()` is loaded by `iterate_suite_cases` and will always have a
prefix of `tests`, an example of case id will be:
`tests.unit._metadata_test.MetadataTest`.
Because of the prefix, none of the test case will be matched thus we're
not running any of the tests.
This PR fixes the prefix issue and all the regressions comes from not
running tests using `run_test.py`.
#### Other Changes
* Added couple of `__init__.py` file since it's required to load tests.
* Added `py_status_code` to Aio rpc state.
* `code()` is expecting to return a python gRPC code but current
`status_code` is a Cython code.
* Added `libsqlite3-dev` to our dockers because it's required for
`coverage==7.2.0`.
* Renamed csds and admin test because test case file have to end with
`_test`:

(I had to first solve a problem with "dubious file ownership" error that
was happening inside the grpc_repo_archive action when using the
concurrent wrapper).

Bumping gcc 7 to 8 to workaround the ongoing gcc segfault problem when
building Protobuf C++. Currently Foundational C++ requires gcc 7 so this
is a temporary measure to make the test green. We need to either make a
decision to change the minimum version of gcc in the Foundational C++ or
find a way to support gcc 7 without gcc segfault soon.
1. Switch to CMake 1.18.
2. Make ergonomic change to push_testing_images.sh to allow building
just a single image.
3. Update packages to reduce a number of vulnerabilities reported.
- Upgrade bazel
- Reduce the number of places where bazel version needs to be upgraded
in future.
- also make sure the list of bazel versions to test by bazelified tests
is loaded from supported_versions.txt (it was hardcoded before).

- the source of truth for supported bazel versions is in

- the first version listed in `bazel/supported_versions.txt` is

dockerfiles and in a newly introduced `.bazelversion` files (which gets
loaded by our existing `tools/bazel` wrapper).

Bunch of cleanup and rebuilding many docker images from scratch
- consolidate the workaround for "dubious ownership" issue reported by
git. Other team members have run into this recently and used similar but
not identical workarounds so some cleanup is due.
- rebuilding many images increases the chance that we fix the "dubious
ownership" git issue early on rather than later on in the one-at-a-time
fashion in the future (and the former will prevent many teammembers from
wasting time on this weird issue).
- Newer version of ccache is needed for some portability tests to be
able to benefit from caching (e.g. the GCC 12 portability test to get
benefits of local disk caching) - this is a prerequisite for reenabling
the bazelified gcc12 portability test.
- upgrade node interop images to debian:11 (since debian jessie is long
past EOL).
