Automatically disable testing frameworks if gRPC_BUILD_TESTS=OFF

Browse Source 
If gRPC_BUILD_TESTS is set to OFF, automatically set
gRPC_BENCHMARK_PROVIDER and gRPC_GFLAGS_PROVIDER to "none" so that
they don't get built.
