iomgr: fix wrong glibc version check (#28238)

TCP_USER_TIMEOUT is available since 2.18, not 2.17. Upstream commit is [e83d7298](https://sourceware.org/git/?p=glibc.git;a=commit;h=e83d72988d89378e7c70a1b7ba0b450a699ea70a).
