[build] Expand dllexport/dllimport to Cygwin/MinGW.

* include/freetype/config/ftconfig.h: Respect DLL_EXPORT,
s/_MSC_VER/_WIN32/.
* builds/unix/ftconfig.in: Replicate here.
* builds/vms/ftconfig.h: Replicate here.
