This change introduces the symbol
ABSL_INTERNAL_NEED_REDUNDANT_CONSTEXPR_DECL
to guard redundant declarations of static constexpr data
members that are needed prior to C++17.
This change also introduces the symbol
ABSL_INTERNAL_CPLUSPLUS_LANG, which is supposed to be set
to the same value as __cplusplus, except it uses _MSVC_LANG
on MSVC so that the value is correct on MSVC.
Neither of these new symbols should be used outside of Abseil.

Timeouts were once necessary when the SpinLock Unlock used an atomic
store and could therefore have a race and a missed wakeup, however,
the Unlock path now uses an atomic exchange, so the missed wakeup
cannot happen.

Many improvements to LeakChecker builds
The presence of the LeakChecker is now detected when possible. GCC
users using LeakChecker in standalone mode still need to use
-DLEAK_CHECKER. This is now documented in the header.
The hacky targets used for testing leak checking have been removed in
favor of testing in AddressSanitizer mode on Kokoro.

ARM64EC is a Microsoft-designed ARM64 ABI compatible with AMD64
applications on ARM64 Windows 11. The ARM64EC does not support
_umul128 and __rdtsc as x64 intrinsics, though it provides inline
function implementations for them, by emulation. Since the code
already has portable code paths without using the intrinsics,
instead of using the emulated intrinsic implementations, we use
the said portable code paths for ARM64EC.

Inline CycleClock code and remove branch for x86 CycleClockSource function
This CL removes the relaxed load for x86 as there is no acquire price to pay on x86. It inlines the UnscaledCycleClock::Now() which is a single RTDSC op for x86, and likewise inlines CycleClock::Now() for x86. The inlining should mostly have secondary benefits such as reducing spills on outlined calls.
LTO may eventually hoist these functions inline for the hotspots, but it doesn't hurt to default inline this for all builds and let the compiler decide on the first pass.
The perlab benchmark is noisy for the plain BM_Now, but the other benchmarks and the run on my local machine are clear.

Clarify comments about API differences from std::{set,map} in btree headers.
We note that the most important API differences are mentioned in the next paragraph and that other API differences are minor. An example of another minor API difference is the note about std::launder in the comment for `extract`.
Motivation: readers shouldn't feel like they need to read the entire header file to understand why b-tree containers are not "drop-in replacements" for STL containers.

Harden CordRepBtreeReader against reading up to or beyond EOF
This change hardens the reader to Next() calls on EOF situations. It changes the 'consumed()' property inside CordRepBtreeReader into a 'remaining()' property which is easier to understand and use than the 'consumed()' property QED the function documentation and use in cord.cc
This change also adds the CharIterator test to the CordTest fixture enabling them to be run with btree cords.

Add AdvanceAndRead() test addressing the edge case surfaced in b/197776822
This adds a test explicitly exercising all possible AdvanceAndRead() calls on CharIterator. As per the linked bug, a partial or full small read ending exactly at the end of the last edge of a btree cord results in an attempt to read beyond that last edge and subsequent failure. We will fix the bug and enable these tests for btree in a subsequent change.

s/round/rint/ in exponential_biased
`rint` differs from `round` in that it uses the current FPU rounding
mode. It’s thus potentially faster, since it doesn’t have to save and
restore FPU state. It also is more reflective of developer intent –
most developers expect all FPU operations to use the current rounding
mode, and having exponential_biased follow that rule seems ideal.

Implement FuzzingBitGen, an adapter which allows existing randomized tests which use absl::BitGenRef to easily integrate with fuzz testing.
I found myself implementing a similar option in our tensorstore project to fuzz test a storage layer and figured that it would be more useful as a common tool with defaults that take the non-random path.
This is similar to the FuzzedDataProvider mechanism which generates random values from a fuzz string, and is used to generate fuzz test inputs, and internally it uses FuzzedDataProvider.
The basic technique used here is to construct mocking lambdas for all of the absl mock distribution configurations, and forwarding the parameters to fuzzing-specific implementations that call into FuzzedDataProvider. The default paths for the distributions are either the bounds or a median value.

Rework absl::MockingBitGen internal mock registry.
Use a virtual base class with template-specialized derived classes to implement match method rather than taking the address of a function specialization and using casts everywhere.
This combines several of the previously type-erased pointers into a single object, eliminates the separate cleanup container previously used, and eliminates some gratuitous static_cast<>s.

Fix float conversion for PPC.
In PPC `long double` is a double-double representation which behaves weirdly
wrt numeric_limits. Don't take `long double` into account when we are not
handling `long double` natively anyway.
Fix the convert test to always run the conversion even if we are not going to
compare against libc's printf result. This allows exercising the code itself to
make sure we don't trigger assertions or UB found by sanitizers.

Fix a bug affecting b-tree extract() when there are multiple keys in the container that are equivalent to the lookup key.
In that case, we are supposed to extract the first such key in the container - [reference](https://en.cppreference.com/w/cpp/container/multiset/extract), but we were extracting the first one we found (which was not necessarily the first in the container).
Also, optimize internal_lower_bound to not keep searching all the way to the leaf if it finds an equivalent key on an internal node and we can't have multiple equivalent keys for the lookup key.

Ignore missing CPU frequency on more architectures
Linux on MIPS, PA-RISC, RISC-V, and SystemZ doesn’t expose the nominal
CPU frequency via /sys, so don’t worry if `NominalCPUFrequency` returns
1.0 on those platforms.
Some POWER machines expose the CPU frequency; others do not. Since we
can’t predict which type of machine the tests will run on, simply
disable testing for `NominalCPUFrequency` on POWER.

Add flag for 'shallow subcord' feature for experimental ring buffer rollout
There is a potential trade-off of CPU cost vs over-sharing cord data for subcord of large cords. This flag allows making subcords shallow for ringbuffers (with a potential larger waste of referenced source cords), which allows us to make subcord fast for this apps that do no persist (unmodified / plain copied) sub cords.
This change also introduces constants for the default settings, intended to keep the internal cord settings concistent with external flags.
