Remove the dependency of //absl/hash on //absl/strings:cord.
The `AbslHashValue` definition should reside in cord.h, but the implementation currently needs internal details from the hash library. This CL changes the way that Cord gains access to those internals. Note that PiecewiseCombiner remains an internal namespace API, and we still reserve the right to make changes to it.
The cord_benchmark shows no statistically significant changes in hash<Cord> performance with this change.

* Use base_internal::AtomicHook instead of std::atomic
std::atomic has a broken implementation on the Windows platform and it
is not conform to the ABSL_CONST_INIT macro when clang-cl is used as a
compiler: the macro is expanded to the [[clang::require_constant_initialization]]
attribute and the attribute cannot be applied to the broken std::atomic.
Therefore, std::atomic has been replaced with absl::base_internal::AtomicHook
to fix the compilation error (thank Derek Mauro for the suggestion).

Add test cases for two word storage.
Some additional tests were added for other storage kinds as well. These came about after I started to look into a coverage output and noticed that some cases (like reading flag values via reflection) were not covered by this test at all. It does not make sense to just add tests for two word values, so I've covered other storage kinds as well.

Use FlagValue<T> to represent the value of a flag. Place it directly after
FlagImpl and use a computed offset refer to it.
The offset is computed based on the assumption that the `value_` data member
is placed directly after the impl_ data member in Flag<T>.
This change will allow us to migrate to `T`-specific storage in the generic case.
This change decreases the overhead for int flags by 32 bytes.

Add an option to build Abseil in hardened mode
In hardened mode, the ABSL_HARDENING_ASSERT() macro is active even
when NDEBUG is defined. This allows Abseil to perform runtime checks
even in release mode. This should be used to implement things like
bounds checks that could otherwise lead to security vulnerabilities.
Use the new assertion in absl::string_view and absl::Span to test it.

Rollback the change to make Cord iterators a fixed size. That change increased the iterator size, which can cause a deep recursion call to hit the stack memory limit, in turn causing a signal 11 failure.

Stop overriding the default system C++ dialect in CMake
CMake on MacOS has some very strange defaults, like Wno-c++11-extensions,

Add absl::Hash support for Cord. The hash function is heterogeneous with other string types: a Cord and a string with the same byte sequence will hash to the same value.
SwissTable types know about Cord, and will allow heterogeneous lookup (e.g., you can pass a Cord to flat_hash_map<string, T>::find(), and vice versa.)
Add a missing dependency to the cmake Cord target.

On Windows, the `flags_internal::ShortProgramInvocationName()`
function usually returns the program name with '.exe' (if the
extension is present in the command line during the program startup).
This fact breaks the checks in the `ContainsHelpshortFlags` filter:
obviously, module names have no .exe in them. Therefore, no defined flags
are shown when the program runs with the --help flag. The program name
should be used in filter without this extension even though it is present.
The unit test has also been updated.

* UWP doesn't allow reading regkeys.
Unfortunately, UWP also doesn't offer an API for returning nominal processor frequency at this moment. Other options would require apps depending on abseil-cpp to be packaged with extra manifest data or libraries for bridging platforms.
This change pushes the unsupported APIs accessing the registry behind a define guard. This define guard makes GetNominalCPUFrequency to compile and run as usual on desktop, but it will return the value 1.0 on UWP Apps (Store).
* Using WINAPI_FAMILY_PARTITION family of macros for detecting when building for
UWP or Desktop.
* Simplifying comment to please the lint tool.

Change ChunkIterator implementation to use fixed capacity collection of CordRep*. We can now assume that depth never exceeds 91. That makes comparison operator exception safe.
I've tested that with this CL we do not observe an overhead of chunk_end. Compiler optimized this iterator completely.

Introduce independent notion of FlagStaticTypeID.
This change separates static flag value type identification from the type specific "vtable" with all the operations specific to value type. This change allows us to do the following:
* We can move most of "vtable" implementation from handle header, which will become public soon, into implementation details of Abseil Flag.
* We can combine back marshalling ops and general ops into a single vtable routine. They were split previously to facilitate type identification without requiring marshalling routines to be exposed in header.
* We do not need to store two vtable pointers. We can now store only one. The static type id can be deduced on request.
Overall we are saving 24 bytes per flag according to size_tester run.

Eliminate Flag's destroy method.
The Abseil Flags are never destroyed. The only place where Destroy method was invoked was in some obscure place during flag registration, where we faces with duplicate retired flag registration. Regired Flag destruction is empty anyway. so we can just delete the duplicate object. The FLagImpl::Destroy is never invoked.

Re-enable type mismatch check, which works in all the cases including shared libraries.

Introduce struct to represent storage for flag value and normalize naming of internal structs in Flag implementation.
There is no semantic changes in this CL. All the internal structs are now named as Flag... We also stop using flags_internal:: qualifications for most of them since the names are unique enough by themselves.

Add a debug bounds-check to absl::string_view::operator[]
string_view accesses that are out-of-bounds are undefined behavior:

This change causes code to abort in debug mode, indicating a bug and
possibly a security issue like a buffer overflow. Code broken by this
change should be investigated.

Improve ABSL_ATTRIBUTE_PACKED documentation
Recommend to apply ABSL_ATTRIBUTE_PACKED to structure members instead of to an entire structure because applying this attribute to an entire structure may cause the compiler to generate suboptimal code. It reduces the alignment of the data structure from a value larger than one to one. When applied to a structure, ABSL_ATTRIBUTE_PACKED reduces the alignment of a structure (alignof()) to 1. As a result, the compiler can no longer assume that e.g. uint32 members are aligned on a four byte boundary and hence is forced to use single-byte load and store instructions on CPU architectures that do not support non-aligned loads or stores.

Separate the initialization of NumCPUs() and NominalCPUFrequency()
The OSS version of Abseil never needs to call NominalCPUFrequency().
In some configurations, initializing NominalCPUFrequency() requires
spending at least 3ms measuring the CPU frequency. By separating the
initialization from NumCPUs(), which is called in most configurations,
we can save at least 3ms of program startup time.

Enable building Abseil as a DLL.
This is currently experimental and unsupported.
This CL does a few things:
1. Adds the ABSL_DLL macro to any class holding a static data member, or to global constants in headers.
2. Adds a whitelist of all files in the DLL and all the build targets that are conglomerated into the DLL.
3. When BUILD_SHARED_LIBS is specified, any build target that would be in the DLL still exists, but we swap out all of it's dependencies so it just depends on abseil_dll
