In sanitizer mode, add generation integers to b-tree nodes and iterators and validate that iterators have not been invalidated already when they're used.
Even though generation integers are stored in all nodes, we only use the one stored in the root node for validation. The reason we keep one in all the nodes is that nodes can become a root node after they are allocated.
Also change the order of args in init_leaf to not violate the style guide.

Physically remove CordRepConcat
This CL removes all uses of CordRepConcat. This change is executed by removing all the dead 'btree_enabled()' and 'IsConcat' branches, and all subsequent dead code. This change explicitly does not optimize any of the remaining code other than the most trivial ones such as removing 'stack' loop vars and loops.

Physically block the creation of new CordRepConcat nodes.
This change removes CordRepConcat creation, issuing a FATAL errors on the (practically impossible) call path on broken invariants. This change is deliberately limited in impact, subsequent changes will be more voluminous ripping out the (now dead) CordRepConcat code.

Update the implementation of ABSL_DEPRECATED to work with GCC, and
recommend using the standard attribute [[deprecated]] for C++14 and newer
GCC users that are experiencing new warnings can silence them with
-Wno-deprecated-declatations.
GCC users that want to see the warnings but not error on them can use
-Wno-error=deprecated-declarations.

Manually align buffers in randen_engine.
In C++ it's implementation defined whether types with extended alignment are supported.
randen_engine uses vector intrinsics with 16-byte alignment requirements in
some instances, so internally we allocate an extra 8 bytes to manually align to 16.
No detectable performance impact.

Remove the incorrect test for the availability of [[nodiscard]]
It should have been ABSL_HAVE_CPP_ATTRIBUTE(nodiscard) instead of
ABSL_HAVE_ATTRIBUTE(nodiscard). As a result, some code is not
compliant with [[nodiscard]], so we cannot simply correct the availability
test.
Recommend that C++17-only code use the standard [[nodiscard] directly.

Fix CordRepRing diabolical growth
The 'Mutable' function in CordRepRing was over-eager in doubling capacity, which lead to 'ludicrous' growth in the diabolical test case as added to cord_test. This CL fixes the doubling for growing shared reps, and tempers CordRepRing growth for non shared capacity to 1.5 instead of 2, which is more inline with a conservative growth we also have in tree cord.
After this change, CordRepRing no longer swamps the heap into the shadow realm, and is in effect reducing the memory used compared to the tree implementation. With a diabolical 5000 bytes growth pattern:
Tree cord: 1523520 bytes
Ring cord: 274232 bytes

Slightly weaken the spec for `absl::string_view::compare` to match C++17.
The Abseil-specific implementation provides a stronger guarantee than required by `std::string_view`, returning +1, 0, or -1. When `absl::string_view` is an alias for `std::string_view`, these are only guaranteed to be positive, zero, and negative. Portable code should not depend on the stronger guarantee.

Place STL exception functions underneath the ABSL_HAVE_EXCEPTIONS #ifdef.
The STL exception functions are not present in the Android NDK, so Abseil fails to build as part of ANGLE in AOSP. This CL places the various STL exception throwing functions inside #ifdef ABSL_HAVE_EXCEPTIONS blocks so they are removed during Android builds since neither ANGLE nor the NDK support exceptions by default.

Simplify CordRepExternal allocation/deallocation.
I think this can save some memory when `Releaser` is empty and when on platforms where alignof(CordRepExternal) < (default `::operator new` alignment).
We no longer need the API requirement that alignof(Releaser) <= (default `::operator new` alignment).
Also remove another static_assert from a TODO in cord_internal.h and fix some warnings about calling std::move on a forwarding reference.

Consistently use a 128-bit pointer type for internal method parameters. This allows simpler pointer arithmetic in C++ & permits removal of some constants and casts.
Remove some redundancy in comments & constexpr variables. Specifically, all references to Randen algorithm parameters use RandenTraits; duplication in RandenSlow removed.

Change many distribution tests to use pcg_engine as a deterministic source of entropy.
It's reasonable to test that the BitGen itself has good entropy, however when testing the cross product of all random distributions x all the architecture variations x all submitted changes results in a large number of tests. In order to account for these failures while still using good entropy requires that our allowed sigma need to account for all of these independent tests.
Our current sigma values are too restrictive, and we see a lot of failures, so we have to either relax the sigma values or convert some of the statistical tests to use deterministic values.
This changelist does the latter.
