Having all the public functions marked as deprecated is enough.
This gets rid of a warning spam when compiling any file including
libavresample/avresample.h even when avresample is not enabled, like
it's the case with fftools/cmdutils.c

Deprecate the entire library. Merged years ago to provide compatibility
with Libav, it remained unmaintained by the FFmpeg project and duplicated
functionality provided by libswresample.
In order to improve consistency and reduce attack surface, as well as to ease
burden on maintainers, it has been deprecated. Users of this library are asked
to migrate to libswresample, which, as well as providing more functionality,
is faster and has higher accuracy.

This disables everything that was deprecated at least 18 months ago.
Readjust the minimum API version as needed, postponing any
API-incompatible changes until the next bump.

This moves work from the configure to the Make stage where it can
be parallelized and ensures that pkgconfig files are updated when
library versions change.

Split version files into one line per symbol/directive to allow compatibility
with the Solaris linker without preprocessing and eliminate $ from version file
templates to simplify the postprocessing shell command.
Restore alphabetical order in lists, break overly long lines, do some
prettyprinting, add some explanatory section comments, group parts
together that belong together logically.
That buffer is read only and marking it accordingly let
the user passing a constant buffer to it without having
a const-correctness warning.

The .text section is already 16-byte aligned by default on all supported
platforms so `SECTION_TEXT` isn't any different from `SECTION .text`.

Fixes the corner case in which the internal buffer size
is larger than input buffer provided and resizing it
before moving the left over samples would make it write
to now unallocated memory.
