Anton Khirnov	af08d9aeea	lavc: add avcodec_is_open(). It allows to check whether an AVCodecContext is open in a documented way. Right now the undocumented way this check is done in lavf/lavc is by checking whether AVCodecContext.codec is NULL. A new field, AVCodecContext.internal is used to hold a new struct AVCodecInternal, which has private fields that are not codec-specific and are used by general libavcodec functions. Martin Storsjö	627067118c	avutil: Add av_timegm as a public function This is useful, since the normal timegm function isn't a standard function (requiring _BSD_SOURCE or _SVID_SOURCE on glibc to be visible, and not available on e.g. windows).
