Deprecate the option 'draw_bars' in favor of the new option 'signal_loss_action',
which controls the behavior when the input signal is not available
(including the behavior previously available through draw_bars).
The default behavior remains unchanged to be backwards compatible.
The new option is more flexible for extending now and in the future.
The new value 'repeat' repeats the last video frame.
This is useful for very short dropouts and was not available before.

This commit does for AVInputFormat what commit
59c9dc82f4 did for AVOutputFormat:
It adds a new type FFInputFormat, moves all the internals
of AVInputFormat to it and adds a now reduced AVInputFormat
as first member.
This does not affect/improve extensibility of both public
or private fields for demuxers (it is still a mess due to lavd).
This is possible since 50f34172e0
(which removed the last usage of an internal field of AVInputFormat
in fftools).
(Hint: tools/probetest.c accesses the internals of FFInputFormat
as well, but given that it is a testing tool this is not considered
a problem.)

Makes it robust against adding fields before it, which will be useful in
following commits.

This option is useful for maintaining input synchronization across N
different hardware devices deployed for 'N-way' redundancy.
The system time of different hardware devices should be synchronized
with protocols such as NTP or PTP, before using this option.

If the user provides a valid timecode_format look for timecode of that
format in the capture and if found store it on the video avstream's
metadata.
Slightly modified by Marton Balint to capture per-frame timecode as well.

Add support for enumerating the sources/sinks via the ffmpeg
command line options, as opposed to having to create a real pipeline
and use the "-list_devices" option which does exit() after dumping
out the options.
Note that this patch preserves the existing "-list_devices" option,
but now shares common code for the actual enumeration.

As it is already written in the documentation, BMD DeckLink cards
are capable of capturing 2, 8 or 16 audio channels (for SDI Inputs).
Currently the value is hardcoded to 2. Introduces new option.
