Similar to libswscale this does resampling and format convertion, just for audio instead of video. changing sampling rate, sample formats, channel layouts and sample packing all in one with a very simple public interface. Mans Rullgard	f68069868b	build: fix creation of tools dir with make 3.81 GNU make 3.81 apparently does not support order-only prerequisites with pattern rules, and thus fails to create the tools directory if it is missing.
