Make av_pix_fmt_descriptors table static on next major bump.
Making the table public is dangerous, since the caller has no way to
know how large it actually is. It also prevents adding new fields to
AVPixFmtDescriptor without a major bump.
The current API where the plain size is exposed is not of much
use - in most cases it is allocated dynamically anyway.
If allocated e.g. on the stack via an uint8_t array, there's no
guarantee that the struct's members are aligned properly (unless
the array is overallocated and the opaque pointer within it
manually aligned to some unspecified alignment).

Make internal small_strptime() function public, and use it in place of
strptime().
This allows to avoid a dependency on strptime() on systems which do not
support it.
In particular, fix trac ticket #992.
C++ does not allow to mix different enums, so e.g. code comparing
ACodecID with CodecID would fail to compile with gcc.
This very evil hack should fix this problem.
This adds a function to retrieve the number of entries in a
dictionary and updates the places directly accessing what should
be an opaque struct to use this new function instead.

Refactoring mmx2/mmxext YASM code with cpuflags will force renames.
So switching to a consistent naming scheme beforehand is sensible.
The name "mmxext" is more official and widespread and also the name
of the CPU flag, as reported e.g. by the Linux kernel.
Useful in cases where a significant analyzeduration is
still needed, while minimizing buffering before output.
An example is processing low-latency streams where all
media types won't necessarily come in if the
analyzeduration is small.

This will be used by filters which require an opaque field to be passed
in input. Should be required only for filters which imply a programmatic
use.
This is possibly a temporary solution, to be removed when we'll have a
clearer and better agreememnt of how/if to pass binary data for
initializing a filter.

Move the lavc/imgconvert functions and rename them as follows:
avpicture_get_size -> av_image_get_buffer_size()
avpicture_fill -> av_image_fill_arrays()
avpicture_layout -> av_image_copy_to_buffer()
The new functions have an align parameter, which allows to define the
linesize alignment assumed in the buffer (which is set or read).
The names of the functions are consistent with the lavu/samples API
(av_samples_get_buffer_size(), av_samples_fill_arrays()).
This function implements a delay using the first available
of the following functions:
- nanosleep()
- usleep()
- Sleep() (Windows)
The conditional #includes in time.c are simplified by including
unistd.h and windows.h whenever they are available rather than
having these lines triggered by specific functions.

The function was introduced in 4d6a8a2bdb and is not used anymore
outside avfilter.c.
This avoids to pollute the public API with an apparently unnecessary
function. The function was introduced a few days ago, so removing it from
the public API should do no much harm.
The function is modelled after av_default_item_name(), and will print the
name of the instance filter if defined, otherwise the name of the filter.
This allows to show the instance name in the log, which is useful when
debugging complex filter graphs.
Introduce a new function to set binary data through AVOption,
avoiding having to convert the binary data to a string inbetween.

Move AVPALETTE_SIZE and AVPALETTE_COUNT definition from
libavcodec/avcodec.h to libavutil/pixfmt.h.
The definition is more useful in libavutil, where it can be shared for
example by libavfilter and libswscale.
