Allow supporting files for which the image stride is smaller than
the maximum block size + number of subpel mc taps, e.g. a 64x64 VP9
file or a 16x16 VP8 file with -fflags +emu_edge.

This way, the special IDCT permutations are no longer needed. This
is similar to how H264 does it, and removes the dsputil dependency
imposed by the scantable code.
Also remove the unused type == 0 cases from the plain C version
of the idct.

is disabled until someone updates it. This is similar to how H264 does
it, and removes the dsputil dependency imposed by the scantable code.

This fixes a regression since d9cf5f51 with theora over RTP
(possibly with other variants of theora as well).
In theora over RTP, the second of the 3 headers turns out to be
0 bytes long, which prior to d9cf5f51 worked just fine. After
d9cf5f51, reading from the bitstream reader fails (since the reader
wasn't initialized but returned an error if initialized with 0 bits).

Move some functions from dsputil. The idea is that videodsp contains
functions that are useful for a large and varied set of video decoders.
Currently, it contains emulated_edge_mc() and prefetch().

This moves all VP3-specific function pointers from dsputil to a
new vp3dsp context. There is no reason to ever use the VP3 IDCT
where an MPEG2 IDCT is expected or vice versa.

Add AV_NUM_DATA_POINTERS to simplify the bump transition.
This will allow for supporting more planar audio channels without having to
allocate separate pointer arrays.
A new field, AVCodecContext.internal is used to hold a new struct
AVCodecInternal, which has private fields that are not codec-specific and are
used by general libavcodec functions.
Moved internal_buffer, internal_buffer_count, and is_copy.
