Disable logging of rescaled timestamps if DEBUG is not enabled.
Avoid debug log spamming with -loglevel debug.

Define a new struct AVFilterBufferRefVideoProps and add a type field
to AVFilterBufferRef.
Video specific properties in AVFilterBufferRefVideoProps are now
referred to by *video pointer in AVFilterBufferRef.
