AV1 can put a frame into multiple reference slots;
up until now, this involved creating a new reference
to the underlying AVFrame; therefore av1_frame_ref()
could fail.
This commit changes this by using the ProgressFrame API
to share the underlying AVFrames.
(Hint: vaapi_av1_surface_id() checked whether the AV1Frames
contained in the AV1DecContext were NULL or not (of course
they were not); this has been changed to actually check for
whether said AV1Frame is blank or not.)

There are lots of files that don't need it: The number of object
files that actually need it went down from 2011 to 884 here.
Keep it for external users in order to not cause breakages.
Also improve the other headers a bit while just at it.

With the Direct3D 12 video decoding support, we can render or process
the decoded images by the pixel shaders or compute shaders directly
without the extra copy overhead, which is beneficial especially if you
are trying to render or post-process a 4K or 8K video.
The command below is how to enable d3d12va:
ffmpeg -hwaccel d3d12va -i input.mp4 output.mp4

This avoids unnecessary rebuilds of most source files if only the
list of enabled components has changed, but not the other properties
of the build, set in config.h.

The majority of frame-threaded decoders (mainly the intra-only)
need exactly one part of ThreadFrame: The AVFrame. They don't
need the owners nor the progress, yet they had to use it because
ff_thread_(get|release)_buffer() requires it.
This commit changes this and makes these functions work with ordinary
AVFrames; the decoders that need the extra fields for progress
use ff_thread_(get|release)_ext_buffer() which work exactly
as ff_thread_(get|release)_buffer() used to do.
This also avoids some unnecessary allocations of progress AVBuffers,
namely for H.264 and HEVC film grain frames: These frames are not
used for synchronization and therefore don't need a ThreadFrame.
Also move the ThreadFrame structure as well as ff_thread_ref_frame()
to threadframe.h, the header for frame-threaded decoders with
inter-frame dependencies.

Defined in spec 5.9.24/5.9.25. Since function void
global_motion_params(AV1DecContext *s) already updates
gm type/params, the wminvalid parameter only need to get
the value from cur_frame.gm_invalid.

Defined in spec 5.9.8. When superres is enabled, SuperresDenom equals
"coded_denom + SUPERRES_DENOM_MIN" instead of coded_denom.
