Adds support for concat demuxer to copy the side data information
from the input file to the resulting file. It will behave like the
metadata copy, where the metadata of the first file is kept in the
the output file.
Extract the current code that already performs the stream side_data
copy into a separate method and reuse the method in the concat demuxer.

The FF_API macros are private and must not be used by external callers.
As the fields in question are to be removed without replacement, just
drop them.
The fields are:
AVPacket.convergence_duration
AVCodecContext.time_base
AVCodecContext.timecode_frame_start
AV_PIX_FMT_FLAG_PSEUDOPAL pixel descriptor flag
The packet counting based approach caused excessive sdt/pat/pmt for VBR, so
let's use a timestamp based approach instead similar to how we emit PCRs.
SDT/PAT/PMT period should be consistent for both VBR and CBR from now on.
Also change the type of sdt_period and pat_period to AV_OPT_TYPE_DURATION so no
floating point math is necessary.

This field is of little value, and interferes with testing side data,
since sizes can be different on multiple architectures.

This allows to copy information related to the stream ID from the demuxer
to the muxer, thus allowing for example to retain information related to
synchronous and asynchronous KLV data packets. This information is used
in the muxer when remuxing to distinguish the two kind of packets (if the
information is lacking, data packets are considered synchronous).
The fate reference changes are due to the use of
av_packet_merge_side_data(), which increases the size of the output
packet size, since side data is merged into the packet data.
