If it doesn't fit into 12 bits it triggers an assertion.

This improves motion estimation and avoids using uninitialized data
for resolutions that aren't a multiple of 16.
Prior to d2a25c40, the edges used to be initialized so that encoding
was deterministic, but after that commit it started using uninitialized
data (for non multiple of 16 resolutions).

This avoids trying to do sliced encoding, even if a slice/packet
size is requested (via the -ps option or the rtp_payload_size
field), since the encoder currently doesn't support it (or at least
our decoder can't decode it, even if the h261_encode_gob_header
function is hooked up to be called from the slicing part in
mpegvideo_enc.c).

The picture slot can be recycled by select_input_picture and
only current_picture is populated with the valid pts.

The most interesting parts are initialization in ff_MPV_common_init() and
uninitialization in ff_MPV_common_end().
ff_mpeg_unref_picture and ff_thread_release_buffer have additional NULL
checks for Picture.f, because these functions can be called on
uninitialized or partially initialized Pictures.
NULL pointer checks are added to ff_thread_release_buffer() stub function.

The function is supposed to confirm that the compiler provided enough
alignment, but in practice it is only run in certain code paths and
insufficient alignment problems are restricted to legacy compilers.
Several decoders disable those anyway and they are not measurably faster
on x86. They might be somewhat faster on other platforms due to missing
emu edge SIMD, but the gain is not large enough (and those decoders
relevant enough) to justify the added complexity.
The encoder uses almost none of the mpegvideo infrastructure, only some
fields from MpegEncContext.
The FATE results change because now an all-zero quant matrix is written
into the file. Since it is not used for anything for ljpeg, this should
not be a problem.
