The SVQ1 decoder does not need mpegvideo or rl.c, but it uses stuff
from h263data.c. But since 61fe481586
h263data.c called ff_rl_init() and this of course led to build errors
when the SVQ1 decoder is enabled and mpegvideo disabled.
Fix this by moving ff_h263_init_rl_inter() to h263.c.
Fixes ticket #9224.

msmpeg4dec and ituh263dec both create VLCs with identical parameters out
of ff_mvtab. Given that ff_msmpeg4_decode_init() always (indirectly) calls
ff_h263_decode_init_vlc(), the VLC initialized by the latter can be
directly used by msmpeg4dec. Doing so saves a bit more than 2KB from the
.bss segment as well as the code to initialize a VLC.

libavcodec/ituh263dec.c(215) : warning C4028: formal parameter 1 different from declaration
libavcodec/ituh263dec.c(215) : warning C4028: formal parameter 2 different from declaration
This avoids the need to dereference MpegEncContext->pb if it is
already available outside ff_h263_encode_motion()

Not all hwaccels implement all codecs, so using one single list for
multiple such codecs means some codecs will be represented in the list,
even though they don't actually handle that codec. Copying specific
lists in each codec fixes that.

It is just a logical OR of several decoder definitions, all of which depend on
CONFIG_H263_DECODER. So it can just be replaced by the latter.

CONFIG_ANY_H263_ENCODER is just a logical OR of H.263 family definitions,
for which the build system enables CONFIG_H263_ENCODER anyway.

CONFIG_RV20_ENCODER when also checking for CONFIG_H263_ENCODER.
The RV10/RV20 encoders depend on the H.263 encoder.

Consistently apply this rule: the guard name is obtained from the
filename by stripping the leading "lib", converting '/' and '.' to
'_' and uppercasing the resulting name. Guard names in the root
directory have to be prefixed by "FFMPEG_".
