The sh4 optimizations are removed, because the code is
100% identical to the C code, so it is unlikely to
provide any real practical benefit.

The only CPUs that have 3dnow and don't have mmxext are 12 years old.
Moreover, AMD has dropped 3dnow extensions from newer CPUs.

The upcoming gcc 4.7 has more advanced constant propagation
resulting some inline asm operands becoming constants and thus
emitted as literals, sometimes in contexts where this results
in invalid instructions.
This patch changes the constraints of the relevant operands
to "rm" thus forcing a valid type. While obviously suboptimal,
this is what older gcc versions already did, and there is no
change to the code generated with these.

Many H.264 derivatives, like RV40 and VP8, use the H.264 prediction functions
but not the weight/loopfilter functions.
This should reduce the size of builds with one of these derivatives but without
H.264 decoding itself.
