This prevents code duplication in the source form by calling the parse
code that was moved to avcodec last commit. The code will be duplicated
in binary form for shared builds (it's not that large), but for source
code it will only exist in one location now.

The values of {FLT,DBL}_{MAX,MIN} macros on some systems (older musl
libc, some BSD flavours) are not exactly representable, i.e.
(double)DBL_MAX == DBL_MAX is false
This violates (at least some interpretations of) the C99 standard and
breaks code (e.g. in vf_fps) like
double f = DBL_MAX;
[...]
if (f == DBL_MAX) { // f has not been changed yet
[....]
}

Instead of defining functions in per-arch header files included
by the main cpu.c, define them normally and call them from the
generic one.
