It was done on a whim because of the FATE header check and was actually
meant to be removed before pushing.

Certain hardware decoding APIs are not guaranteed to be thread-safe, so
having the user access decoded hardware surfaces while the decoder is
running in another thread can cause failures (this is mainly known to
happen with DXVA2).
For such hwaccels, only allow the decoding thread to run while the user
is inside a lavc decode call (avcodec_send_packet/receive_frame).

These decoders use a special non-MPEG2 IDCT. Call it directly
instead of going through dsputil. There is never any reason
to use a regular IDCT with these decoders or to use the EA IDCT
with other codecs.
This also fixes the bizarre situation of eamad and eatqi decoding
incorrectly if eatgq is disabled.

The were broken since August of 2010 without anyone noticing until
three weeks ago. Nobody cares about it anymore and hopefully Marvell
will support NEON like in the PXA978 from now on.
It contains optimizations that are not specific to i386 and
libavutil uses this naming scheme already.
