This change introduces a basic decoder for 3GPP Timed Text subtitles,
also known as TX3G, Quicktime subtitles, or "movtext" in the existing
code.
This initial change doesn't attempt to parse styling information,
and just reads the plain text of the subtitles. I intend to add
support for styles eventually, but it's challenging due to a lack
of existing players that support them.

Move the lavc/imgconvert functions and rename them as follows:
avpicture_get_size -> av_image_get_buffer_size()
avpicture_fill -> av_image_fill_arrays()
avpicture_layout -> av_image_copy_to_buffer()
The new functions have an align parameter, which allows to define the
linesize alignment assumed in the buffer (which is set or read).
The names of the functions are consistent with the lavu/samples API
(av_samples_get_buffer_size(), av_samples_fill_arrays()).
Compared to av_opt_ptr, accessors bring:
- better performance (negligible);
- compile-time type check;
- link-time existence check
(or at worst, a dynamic linker error instead of a NULL dereference).
This removes all references to AVCodecContext.dsp_mask and marks
it for eviction at the next version bump. It has been superseded
by av_set_cpu_flag_mask() which, unlike this field, works everywhere.

The format is slightly proprietary.
DVDs use a format of
code byte (0x00, 0x01, 0xfe or 0xff), two data bytes
MOV uses instead
cdat/cdt2 atom, two data bytes
Auto-detecting and supporting both in one decoder is trivial,
so a single codec ID is used.

In most places where it's used, it's as a pointless write-only field.
Only rv10 decoder actually reads from it, but it stores some internal
version info in it. There is no reason for it to be in a public field.
Decodes 16-bit WMA Lossless encoded files. 24-bit is not supported yet.
Bitstream parser written by Andreas Öman with contributions from
Baptiste Coudurier and Ulion.
Includes a number of bug-fixes from Benjamin Larsson, Michael Niedermayer and
Konstantin Shishkov, shine and polish by Diego Biurrun.
