LDR with register offset and PC as base register is not available in
the Thumb instruction set so the addition must be done separately.

In CBC mode, when src=dst and we are decrypting a block different
from the first one, we need to save the current block of ciphertext
(which will constitute the initialization vector for the next block)
before we overwrite it.

It is similar to av_set_options_string() but accepts a list
of options that can be in shorthand: if the key is omitted
on the first fields, the keys from the shorthand list are
assumed, in order.
All versions of MinGW-w64 prior to version 3, as well as
all versions of MinGW32 have broken implementations of
vsnprintf.

When building Thumb2 code, the end of a function, where the PIC
offsets are placed, need not be aligned. Although the values
are only accessed with instructions allowing unaligned addresses,
keeping them aligned is preferable.

Thus comparsion against int64_t value will not raise warning
(from -Wextra set) about comparsion of unsigned and signed integer
commiter added () and changed the litteral to unsigned

According to POSIX, strptime() should consume whitespaces in the date
string everytime a whitespace conversion specification is found in the
date format specification. Make av_small_strptime() conform with this
behavior.
In particular, should fix trac ticket #1739.
A proper implementation was introduced in
ba53720280 for MSVC, and
MinGW already has vsnprintf.

unistd.h is used for open/read/close, but if this header does not
exist, there's probably no use in trying to open /dev/*random
at all.

Make internal small_strptime() function public, and use it in place of
strptime().
This allows to avoid a dependency on strptime() on systems which do not
support it.
In particular, fix trac ticket #992.
Evaluating it multiple times, can have side effects and is possibly slow.
So its definitly a bad idea.
