Fixes the following warning / error:
libavcodec/libutvideoenc.cpp:281:1: warning: narrowing conversion of ‘3221258240u’ from ‘unsigned int’ to ‘int’ inside { } is ill-formed in C++11 [-Wnarrowing]
Fixes ticket #5542.
This parameter can be used to inform the allocation code about how much
downsizing might occur, and can be used to optimize how to allocate the
packet

With cli usage the decoder might have not set the colorspace during
encoder init, manual colorspace override might be needed in such
cases.
