There are lots of files that don't need it: The number of object
files that actually need it went down from 2011 to 884 here.
Keep it for external users in order to not cause breakages.
Also improve the other headers a bit while just at it.

In previous state, a new frame was allocated on each timestamp step,
i.e. each frame/field transition. However, for interlace, a new frame
should be allocated on 1st field, completed with the 2nd and finally
freed.
This commit fixes the frame allocation and the detection of missing RTP
markers.

The previous calculation code did not account for the fact that the
copy_offset for the start of the frame array is at index 0, yet the
scan line number from the rfc4175 RTP header starts at 1.
This caused 2 issues to appear:
- The first scan line was being copied into the array where the second
scan line should be. This caused the resulting video to have a green
line at the top of it.
- Since the packet containing the last scan line would fail the
calculation, the packet with the RTP marker would not be processed
which caused a log message saying "Missed previous RTP marker" to be
outputted for each frame.

This adds partial support for the RFC 4175 (raw video over RTP). The
only supported formats are the YCbCr-4:2:2 8 bit because it's natively
supported by FFmpeg with pixel format UYVY, and 10 bit which requires
the vrawdepay codec to convert the payload in a format handled by
FFmpeg.
